The lever is proportional - the more throttle you give it, the more oil it pumps.

Re: 1980 LF oil pump
Yes, you need a cable that runs the oil pump and carbs simultaneously, and the three functions need to be synchronized. When you get such a cable, pull the airbox and set the cables to open the carbs and bring the oil pump off peg the instant the throttle is squeezed. You will also need to run mixed gas until all three lines feeding the carbs and the center crank bearing are free of air bubbles; typically a tank of fuel is adequate. The only function not directly serviced by mixed versus injected oil on that engine would be the center crank bearing. There has been some discussion on this site dealing with this very topic and some guys even run mixed fuel along with the injection system because plugs are cheaper than pistons. Deere recommended using both when air temps are below -20 F.

Re: 1980 LF oil pump
I've even staged a competition by leaving bottles of oil out in sub zero temps overnight to see which one flows best when really cold. Mystic TCW-3 / BIA compatible in the white container won the last time I did this, but I should try again since it's been a few moons. If I'm out when it's bitterly cold, it seems like good policy to put at least a 25 : 1 mix in the tank just as insurance.
Good luck!
