Handlebar heaters on 1980 liquifire get to hot. I see where u can wire them different and cuts them down by one-half. Is this the way to go or is their a way to use a high/low switch? please explain if so.

When the two heaters are wired in parallel they can get hot.
If you wire them in series they only get warm.
The H/L switch changes them from series to parallel.
If you wire them in series they only get warm.

The OEM heaters can only be on or off. If you have a high/low option they must be aftermarket.
