There are a lot more variables to consider.

What is the compression? Is it equal between the cylinders? Has the carb been cleaned? Is the fuel pump in good shape internally? There are so many things that can cause one of these things to not want to start, all you can do is go through your service manual and eliminate all of the posible issues. the compression is 120 on both cylinders, fuel pump works good, and carb is clean. i don't have a service manual

If thats all ture, it should run!

Once you get those seals changed, it should be in good shape. Keep us posted.
