If you tested the stator correctly, the low speed is way off / bad causing your problems. Now for the bad news, finding a good used one or even a NOS stator. One of the member here send his off and had it reround but it is not cheap, around $200.00.

Does anyone have a picture of what this assembly looks like? I need a service manual bad.
My sleds, 1982 Liqufire, 1980 Trailfire, 1977 Sno*jet SST.

Queston: I have spark with the plugs out grounded to engine. Even if I pull the rope real slow I still have good spark. Does that still mean the stator is bad?

With a weak ignition, you can have spark 1 minute and not the next. An in-line spark tester is the only way to properly check for spark. A weak system may give you spark as you mentioned out in the open, but with the plugs installed and under compression the spark will fail.
