can you use the flywheel and points from a 400/22 on a 440/22 if so how would it be timed

The engines are identical except for the cylinders and pistons, so it's a direct swap. You can reference the tech manual for timing information. You can get it here: http://www.vintagesnow.com/John_Deere.html.
