Trouble with recoil

I have a 76 Liquifire with a 340 where the recoil will not pull back in. If I loosen the bolts then the rope pulls back in. With it tighened up I have to give it a tug to get it to pull in. The insides seem loose. Could I have the wrong recoil?

The standard Kioritz recoil has 3 holes at each mounting area, totaling 12 holes, for multiple locations. You may have the wrong cup mounted to the flywheel. Can you see scrap marks on the surface of the cup which is up against the recoil?
