Recoil tube question

Did the Snowfires have a plastic coating on the large diameter of the recoil rope tube? Noticed this a few minutes ago as I was welding the tube back on the steering post bracket. None of my Liquifires have this. It could even be a huge amount of paint I'm not really sure.

Nick, the 84 Liquifire that I'm currently restoring had a coat of rubber around the recoil tube.
