Have you checked the wire runs to make sure you don't have some wires that have rubbed through and are shorting somewhere?

either get a battery or rewire the voltage reg harness. I would get the battery for electic start. The battery is part of the voltage regulation with a factory electric start unit.

Re: Questions about voltage regulator, elec start, and headl
I actually did just get it working... somehow. I bought a new battery last spring and never installed it until last week. I think the battery may have had something to do with it, which is very weird because I swear I hooked it up for a test right away this year and I was still reading high voltage. Later on that day as I was cleaning connections and other fall maintenance, I decided to check it again and then it magically started working.
So I am not sure if I had a dirty connection somewhere or if the battery actually solved the problem but I don't remember my exact steps I took with it. All I know now is that it works and it made me happy.
