bog at 4k

Ok so my brother in law has a 76 liquifire 340 just like mine. His starts and idles great. But once it his 4000 on the tach it bogs until you let off the gas. If you really feather the gas and keep it below half throttle it seems to catch and take off past 4k. Does this sound like a high speed stator winding issue?

Simple check if you know how to use an ohm meter. Read thru this for the ohm specs.
