what is the best way to clean the inside of a tank it has a bunch of skum bilt up in side

What I used was some Oven Cleaner that foaming action stuff with Hot water them rinse and repeat or untill your happy with it.

Degreaser will also work, like Simple Green or Gunk Foamy Engine Degreaser.
