As far as I understand, there can be only 2 things that really flood the engine...a bad needle & seat or bad, mis-adjusted floats.

The main thing we might be forgetting...is that the younger you are the faster the speed becomes when you tell the story. At least I'd like to think all are literate and can read the speedo!!

Yes it can be frozen not seized. I had my Polaris SS295 colt sitting outside a few years back, and it got snow in and on it and everywhere. I never covered it up.
